tithes are based on what you offer to your god, and what you have already offered. Offering the same amount will return slightly less as time goes on, until you eventually reach the 'tithe cap'. After this point tithing is no longer worth the money.
Temples are used primarily to calculate the strength of your offensive and defensive sorcery. As they increase in number, the amount of elan (the magical 'currency') that you get in a turn increases. There is also a 'minimum' amount of temples needed in order to see each of the spells.
