BWI is about a 20 minute cab ride or so to downtown Baltimore. I would recommend in the Inner Harbor area. There are a lot of things to do in that area. Ton of places to get good food and drink. National Aquarium, ESPN zone, Power Plant, not too far from Little Italy and a bunch of other things to do in that area.

If you like seafood Phillips is usually a good place to visit.

Go to DC. Rent a car, go to one of the Metro lines, and ride the Metro to see the Smithsonian, Washington Monument, etc. Do not, I repeat, do NOT drive into DC. Not only is the Beltway the Devil's playground, but you'll see parts of DC you wish you hadn't. Like the fact that there are a bazillion homeless & hookers just a few blocks from the White House. DC is weird because you literally will have mansions and crack houses across the street from each other.

The Metro, however, is way cool. Clean, fast, and pleasant ride. Not nearly the mugfest the NYC subway is noted for.

If you wish to stay in Baltimore, I second Maso's suggestion and add Fort McHenry if you enjoy civil war historic sites.

I hate baltimore.

but I'll be there meeting a friend of mine on the 16th.

Maso has the best suggestions if you must spend time there. Just keep in mind that rush hour traffic starts about 4:30 pm and lasts until 7:00 pm. Don't think "Oh I got an hour" because you don't. Baltimore Beltway backs up into I-95 and Route 1 like there is no tomorrow.
